Accounting Manager

The Accounting Manager, reporting to the Director is a member of the Senior Executive team of the Park Commission with several main responsibilities involving multiple tasks and skills. The position provides support for the daily administration and operation of the agency. This position works with the Director and the senior management team to identify opportunities to improve policies, meet objectives to make the workplace more efficient. The position provides critical support to the Director’s relationship with the Park Commission. The position oversees Park Commission Accounting and Finance functions and procedures. The position is responsible for adherence to Fiscal Control Procedures of oversight agencies.

The Accounting manager will oversee the development of the Park Commission operating budget to support the goals and operations of the agency, and to effectively monitor revenue and expenditures prior to and once the operating budget is adopted. The position will assist with capital budget development and planning and perform additional administrative functions to monitor fund balances working in conjunction with Park Commission and Engineering staff. Serve as an advisor, as requested, to the Director, Director of Operations, Administrators, and Managers as appropriate on budget matters.

The position is responsible for several additional critical functions related to Park operations

1. Prepare Temporary budget and subsequent Emergency Temporary Appropriations as needed for approval by the Director and Park Commission Treasurer prior to presentation to Park Commissioners for action.

2. Manage the annual budget process for the Park Commission. Communicate statutory and administrative annual budget directives and guidelines to the Director, Director of Operations, Administrators, and Managers. Serve as a resource with departments to ensure completion of the proposed budget, modify budget proposals based on feedback provided, and provide requested documents and reports in a timely and accurate manner.

1. Monthly monitor appropriation and revenue balances and share information with the Director as requested. Review and analyze financial conditions, in coordination with the Director, to develop financial projections and provide guidance on potential impacts and options for consideration to ensure a proactive approach to financial management. Make recommendations for budget amendments, prior to budget approval, and year end transfers and/or appropriation cancelations if needed.

2. Approve requisitions through the MSI purchasing process. Serve as a liaison to the County Finance Department and develop method of summarily reporting to the Director.

3. Assist with the preparation of the six-year, agency-wide Capital Improvement Plan.

4. Serve as liaison to the County Engineering staff as capital projects are implemented working as directed by the Director to provide capital strings as projects are designed and built. Track progress by updating Capital Fund and Open Space Trust Fund balance charts monthly, along with accompanying notes on project progress; and distribute to the Senior Management Team. Annually work with the Senior Management Team and the Finance Department to consolidate any remaining funds from completed projects to be reallocated to new projects.

5. Support the Director in the development and implementation of the Parks, Recreation, and Open Space Master Plan, as well as other strategic planning documents.

6. Deposit revenue twice weekly and serve as contact to armored car service for revenue pick-ups at golf courses.

7. Perform other duties as assigned by the Director.

Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration or related field and at least five years of professional fiscal management experience in government setting, preferably parks and recreation, involving revenue producing facilities. Knowledge of New Jersey government budgeting, accounting and finance practices and methods, and their application to specific situations. Knowledge of NJ Local Public Contracts Law, and ability to interpret and apply this law, in order to advise Park Commission managerial staff. Experience in developing budgets, and skill in monitoring revenue and expenditures. Ability to establish and maintain good working relationships with Park Commission staff and County Purchasing and Engineering staff. Ability to exercise independent judgment. Must possess strong modeling, planning and organizational skills, and be able to balance multiple projects simultaneously. Must have a valid driver’s license.

Job Type: Full-time

Pay: $73,800.00 - $110,700.00 per year
